The basic philospy of the project is that there would be a hi-tech breeding farm of 3000 cows which would be essentially having cows with 5000ltrs of milk in 305 days, whose embryos could be globally marketed.It woul have 7 centrals units as decribed in para-1 which form the central core of he project.Surrounding this central core would be within the periphery of 50 k.m. 100 villages which would be targeted where 20 cow/buffalo unit would be established at rate of 10 units per village.At the end of 5 years there would be 20,000 cows/buffaloes producing 2 lakh litres of milk a day.The unit would be serviced by the central unit in terms of health,AI,feed and marketng such that each unit would be financially sustainable.

The products from the milk the project could be selling (1) Pregnant heifers (2) semen of bulls(3)diagnostic services (4) feed (5) dairy products (6)input for fodder (7) veterinary services and goods.
This structrul philosphy was accepted as the core of the project.Acosting of the 8 units was estimated to be Rs.7 crores.
